    Cost Recovery Through the System Benefits Charge
    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following action:
    Action taken:
    On 7/12/12, the PSC adopted an order authorizing New York State Electric & Gas Corporation and Rochester Electric and Gas Corporation to allocate portfolio costs incurred through December 31, 2011 for recovery through the System Benefits Charge.
    Statutory authority:
    Public Service Law, sections 4(1), 5(2) and 66(1)
    Subject:
    Cost recovery through the System Benefits Charge.
    Purpose:
    To allow the companies to recover portfolio costs incurred through the System Benefits Charge.
    Substance of final rule:
    The Commission, on July 12, 2012 adopted an order authorizing New York State Electric & Gas Corporation and Rochester Electric and Gas Corporation to recover through the System Benefits Charge general administrative and program planning costs associated with the energy efficiency programs they are administering, subject to terms and conditions set forth in the order.
