    Commission's Regulatory Framework Will be Revised to Create a Flexible Platform for New Energy Products and Services
    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
    Proposed Action:
    The Commission is considering taking steps to transform regulation of the State's electric facilities by utilizing a Distributed System Platform provider to drive a market-based, efficient, clean, reliable and consumer oriented industry.
    Statutory authority:
    Public Service Law, sections 4(1) and 66(1)
    Subject:
    Commission's regulatory framework will be revised to create a flexible platform for new energy products and services.
    Purpose:
    To allow energy efficiency and other distributed resources to take a primary role in the planning and operation of the grid.
    Substance of proposed rule:
    The Commission is considering whether to adopt, modify, or reject, in whole or in part, potential modifications to regulation of the electric industry as set forth in the August 22, 2014 New York State Department of Public Service Report entitled "Developing the REV Market in New York: DPS Staff Straw Proposal on Track One Issues" filed in Case 14-M-0101. In particular, the Commission is considering taking steps to revise its regulatory framework to enable utilities and other market participants, through a Distributed System Platform provider, to actively manage and coordinate a wide variety of distributed resources, to foster markets, to empower customers to reduce and optimize their energy usage, and to stimulate innovation and new products in the industry that will further enhance customer opportunity.
