    Notice of Abandoned Property Received by the State Comptroller
    Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law.     Office of Alcoholism and Substance Abuse Services
    Pursuant to Articles 19 and 61 of the Mental Hygiene Law, the New York State Office of Alcoholism and Substance Abuse Services (OASAS) hereby gives public notice of the following:
    Federal Substance Abuse Prevention and Treatment Block Grant Application
    OASAS has developed an application for 2009 Federal fiscal year funding of the Substance Abuse Prevention and Treatment Block Grant. Comments from the public are invited during the period September 17, 2008 through September 24, 2008.
    The application, which will be submitted by OASAS as required by the Federal government, includes assurances and certifications of compliance with Federal statute and regulations, prevention and treatment goals and objectives for OASAS and subrecipients funded with this grant and a description of the intended use of the 2008 award.

    The New York State Department of Health hereby gives notice of its intent to award funding in the amount of $30,028 to Steamer No. 10 Theatre, Inc. Grant funds will be utilized to develop a campaign, targeted for youths, to spread awareness on sexual behavior and its consequences. It will challenge misconceptions about STDs and educate on STDs and STD testing. The campaign will promote safer sex practices, provide education and enhance relationships between sexual health service providers and their communities.

    Department of State F-2008-0576 Date of Issuance - September 17, 2008
    The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
    The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
    In F-2008-0576 (entitled the "Sag Harbor Manufactured Gas Plant Site"), National Grid is proposing the remediation of the former Manufactured Gas Plant Site at the intersection of Bridge Street and Long Island Avenue, in the Village of Sag Harbor, Suffolk County, New York. The planned remediation includes off-site stabilization to a depth of ten feet, extensive site de-watering through the use of on-site wells, discharge of the captured groundwater into Sag Harbor Bay, removal of contaminated soils to a depth of 10 feet, Non-Aqueous Phase Liquid (NAPL) recovery, an engineered cap, institutional controls and groundwater and indoor air monitoring.
    Specifically, the applicant has applied to the U.S. Army Corps of Engineers for authorization under the Nationwide Permit no. 38 Cleanup of Hazardous and Toxic Waste, using the following site remediation activities:
    • containment of the entire site with steel sheet piles;
    • installation of de-watering wells to lower the surrounding water table;
    • discharge of the captured groundwater, after treatment at an onsite treatment system, to Sag Harbor Bay via approximately 3,600 feet of High Density Polyethylene Pipe;
    • enclosure of all areas to be excavated;
    • excavation of contaminated soils to a depth of 10 feet and removal to an offsite location;
    • placement of clean fill and an engineered cap;
    • installation of NAPL wells;
    • air and groundwater quality monitoring.
    Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 15 days from the date of publication of this notice, or October 2, 2008.
