    Report of Con Edison Regarding the Storm Hardening and Resiliency Collaborative, Phase 3
    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
    Proposed Action:
    The Commission is considering whether to approve, reject or modify, in whole or in part the report and petition of Consolidated Edison Company of New York, Inc. regarding the Storm Hardening and Resiliency Collaborative, Phase 3.
    Statutory authority:
    Public Service Law, sections 4(1), 5(1), 65(1), (14), 66(1), (1-a), (2), (4), (12), 79(1), 80(1), (2), (3), (4) and (10)
    Subject:
    Report of Con Edison regarding the Storm Hardening and Resiliency Collaborative, Phase 3.
    Purpose:
    To consider the report of Con Edison regarding the Storm Hardening and Resiliency Collaborative, Phase 3.
    Substance of proposed rule:
    On September 1, 2015, Consolidated Edison Company of New York, Inc. (Con Edison or the Company) filed in accordance with Clause 9 of the Public Service Commission’s February 21, 2013 Order in Cases 13-E-0030, 13-G-0031 and 13-S-0032 Approving Electric, Gas and Steam Rate Plans in Accord with Joint Proposal its Storm Hardening and Resiliency Collaborative Phase Three Report (Phase Three Report). The Public Service Commission is considering whether to grant, approve, reject or modify, in whole or in part the Phase Three Report of Consolidated Edison Company of New York, Inc. regarding its proposed Storm Hardening and Resiliency plans for work to commence during the remainder of 2015 and for 2016 and to apprise the Commission of the status of related collaborative initiatives including methane emissions reduction efforts, climate change vulnerability study, and risk assessment and cost benefit modeling. The Phase Three report also responds to other requirements in the Commission’s February 5, 2015 Order Adopting Storm Hardening and Resiliency Phase II Report Subject to Modifications. In addition, the Commission will address any accounting and ratemaking treatment for such work. The Commission may consider any related matters.
