PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a petition from DMP New York, Inc. and Laser Northeast Gathering Company LLC requesting approval of a financing in the amount of a $290 million credit agreement.

Purpose:
Consideration of approval of a financing.
Substance of proposed rule:
The Public Service Commission is considering a petition from DMP New York, Inc. and Laser Northeast Gathering Company LLC requesting approval of a financing in the amount of a $290 million credit agreement. The debt would be secured by recourse to gas transportation facilities located in New York. The Commission may adopt, reject or modify, in whole or in part, the relief proposed.
