A Request For Proposals (RFP) for Unified Funding 2012 site-specific project applications (Capital Applications) seeking funding under the Rural Area Revitalization Projects (RARP) Program, the Urban Initiatives (UI) Program and the Infrastructure Development Demonstration (IDDP) Program is expected to be available by September 5, 2012. These funds will only be available to eligible applicants who are also applying for the program funding made available under the previous NOFA issued on August 8, 2012, for the Housing Trust Fund (HTF) Program, the New York State HOME (NYS HOME) Program funds, and the previously issued NOCA (also dated August 8, 2012) for Low-Income Housing Credit (LIHC) Program and the State Low-Income Housing Tax Credit (SLIHC) Program funding. Please refer to the August 8, 2012, State Register for information on these funding sources.
The Application and application reference materials are expected to be available on the New York State Homes and Community Renewal (HCR) website on September 5, 2012. Applications for capital project funding will be submitted using the Community Development Online (CDOL) Application System, located on HCR's website at: http://www.nyshcr.org/Apps/CDOnline/. APPLICATION DEADLINES:
This year's funding round may have two Capital Application deadlines. The first deadline would be for Early Round Projects, which meet criteria which will be set forth in the RFP. The second deadline would be for all other capital projects.
The Application for Early Round Projects must be completed and submitted by 5:00 PM on Thursday, October 25, 2012. All other Unified Funding 2012 Capital Applications must be completed and submitted by 5:00 PM on Thursday, November 29, 2012.
ADDITIONAL UNIFIED FUNDING 2012 FUNDS AVAILABLE:
Approximately $1.1 million in Rural Area Revitalization Projects funds is expected to be available, subject to the availability of appropriations. Approximately $400,000 in Urban Initiatives Program funds is expected to be available, subject to the availability of appropriations. Approximately $250,000 in Infrastructure Development Demonstration Program funds is expected to be available, subject to the availability of appropriations.
Project based Section 8 Voucher assistance may be available for Capital Applications that request funding from one of the sources listed in this NOFA. Such Applications will be considered within the overall review of project funding requests.
APPLICATION WORKSHOPS:
UF 2012 Capital Application Workshops will include a discussion of project Application requirements and the Unified Funding process. A workshop agenda will be posted on HCR's website prior to the Workshops so that interested parties may familiarize themselves with agenda.
