Fixed Gas Costs by Consolidated Edison Company of New York, Inc.

PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:

Proposed action:

The Public Service Commission is considering whether to approve or reject, in whole or in part, a proposal filed by Consolidated Edison Company of New York, Inc. (Con Edison) to make various changes in the rates, charges, rules and regulations contained in its schedule for gas service, P.S.C. No. 9, to become effective June 1, 2007.

Statutory authority:

Public Service Law, section 66(12)

Subject:

Fixed gas costs.

Purpose:

To change the methodology for determining the fixed percentages used to allocate fixed and balancing service costs between Con Edison and Orange and Rockland Utilities, Inc. and establish a process to update these fixed percentages on an annual basis.

Substance of proposed rule:

The Commission is considering Consolidated Edison Company of New York, Inc.'s (Con Edison's) request to change the methodology for determining the percentages used to allocate the fixed gas costs and balancing service costs between Con Edison and Orange and Rockland Utilities, Inc. and to establish a process to update the percentages on at least an annual basis. The Commission may approve, reject or modify, in whole or in part, Con Edison's request.
